We have been involved with Internet governance issues since the mid-1990s and the formation of Internet.  Our CEO & Founder has been involved with domain name registries and registrars since competition was introduced into the market by the Internet Corporation for Assigned Names and Numbers (ICANN). He was instrumental on the establishment of all legal rights protections for the domain name industry, including the Uniform Dispute Resolution Process (UDRP), Uniform Rapid Suspension (URS), and various Restrictions Dispute Resolution Policies.

Biography

Jeffrey J. Neuman

Founder & CEO

Jeff Neuman has been instrumental in providing policy assistance and advice in the fields of internet governance, intellectual property protection and domain name policy since the mid-1990s.   He has served in key business, policy and legal roles in the domain name industry more than 25 years. He is also an approved Panelist for domain name disputes at the Forum.

Founder & CEO

Founder of consultancy focusing on legal and policy advice to clients related to online brand protection, domain name management services (including governance, acquisition, enforcement and disputes), Internet policy advice, top-level domain management, Infrastructure licensing transactions and other legal and policy service to get brands up and running online.

Qualified Dispute Resolution Panelist with the Forum presiding over Uniform Dispute Resolution Policy (UDRP) and Uniform Rapid Suspension (URS) domain name disputes.

THE COM LAUDE GROUP          (January 2015 - June 2020)

Senior Vice President

Overall business and strategic lead for North American operations; Provides policy assistance and advice in the fields of Internet governance, intellectual property protection, and domain name portfolio management and operations.

  • Executive lead in North America responsible for providing “front-end registry management” services to new gTLD applicants and registry operators as well as the provision of corporate domain name portfolio management and related consulting services.

  • Responsible for P&L for both Registry Consulting Services and Corporate Domain Name Management services in North America.

  • Responsible for new gTLD business development program which secured more than 350 new gTLD applications (more than any other registry services provider).

  • Frequent speaker on issues involving intellectual property, domain names, domain name registry operations and management and the introduction of new gTLDs.

NEUSTAR, INC (NSR)          (January 2001 - January 2015)

Vice President, Registry Services

Overall sales, business, legal & policy lead for the Registry Services business.  Responsible for the management of key strategic accounts for Neustar’s registry services, including the implementation of the new gTLD program initiative.

  • Overall business and strategic lead on Neustar’s franchise registry business, including its top-level domains, its common short code registry, Ultraviolet, and GSMA franchise businesses.  Led matrixed team of approximately 25 employees.

  • Served as Treasurer and Founding Board member for the Center for Safe Internet Pharmacies (CSIP) and a member of the .Pharmacy Advisory Committee in support of the National Association of Boards of Pharmacy’s application for .Pharmacy.

Vice President, Law & Policy          (2001 – 2010)

Responsible for all legal services and policy for Neustar’s enterprise services, including domain name registries, mobile registries, bar codes, IIS and Media lines of business.  In addition to leading the legal team for these organizations, he was responsible for the oversight of intellectual property law and policy matters, information technology licensing as well as legal issues (including litigation) related to employment and insurance matters for the company.  Neuman was instrumental in taking Neustar public in 2005.  

  • Lead legal counsel on all software technology agreements for advanced services, domain name services, registry, wireless data, common short code and other IP lines of business.  Includes the development, negotiation, closing and implementation of software licenses and service agreements, vendor agreements, joint venture, marketing distribution and reseller agreements.

  • Lead legal counsel and business development on a variety of new gTLD initiatives.

  • Assist General Counsel with public company reporting, corporate governance and legal compliance.

  • Responsible for policy development for the .us and .biz top-level domains; external liaison with United States Department of Commerce, Internet Corporation for Assigned Names and Numbers (“ICANN”), the Generic Name Supporting Organization of ICANN, and the gTLD Registries Constituency of ICANN.

  • Substantial portion of Greenberg Traurig’s Northern Virginia Information Technology practice acquired by Akin Gump in January 2001.

  • Represent clients in trademark infringement, copyright infringement, and unfair competition, as well as in general Internet law issues.  Published several articles on creation, development and Internet governance of the domain name system.  Participated in formation process of ICANN as well as WIPO's hearings on alternative dispute resolution mechanisms for domain name disputes.
